NORWALK, CONN Mr. Chandra T. Balan of Norwalk passed away on Monday, May 23, 2011 in his home, while surrounded by his loving family. He was 83. Born in Kerala, India on February 19, 1928, Chandra was the son of the late Kundunni and T. Narayani (Amma) Nair. Funeral arrangements are incomplete and are under the direction of Norwalk's Hoyt-Cognetta Funeral Home & Crematory, 5 East Wall Street.
